HESLB Checklist: Everything You Need Before Your University Loan Application

Starting university is an exciting milestone, but for many Tanzanian students, the "How will I pay for it?" question looms large. The Higher Education Students’ Loans Board (HESLB) is a lifesaver, yet every year, thousands of students miss out simply because they lacked a single document or missed a small detail.

Don't let that be you.

The 2026 application window is fast approaching (usually opening in June/July). To help you stay ahead of the curve, we’ve put together the ultimate HESLB Checklist. Think of this as your "pre-flight" kit to ensure your application sails through the Online Loan Application and Management System (OLAMS).

What Is HESLB?

Higher Education Students’ Loans Board (HESLB) is a government institution in Tanzania that provides financial assistance (loans and grants) to eligible students pursuing higher education.

The loan typically covers:

  • Tuition fees

  • Accommodation and meals

  • Books and stationery

  • Special faculty requirements

  • Research expenses (for certain programs)

But before you can benefit, you must submit a complete and accurate application.


1. Your National Identification Number (NIN)

This is no longer optional. As of 2025/2026, the NIN from NIDA is mandatory. You cannot even create an account on the OLAMS portal without it.

  • Action: If you don't have a NIDA ID or a NIN, visit your nearest NIDA office immediately. Do not wait for the application window to open—the queues will be long!

2. A Certified Birth Certificate (RITA/ZCSRA)

Your birth certificate must be verified.

  • Mainland Tanzania: Ensure your certificate is verified by the Registration, Insolvency and Trusteeship Agency (RITA). You will need the Verification Code provided by them.

  • Zanzibar: Verification is done via the Zanzibar Civil Status Registration Agency (ZCSRA).

3. Form Four & Form Six Index Numbers

You must use the same Index Number you used for your university admission.

  • Tip: If you sat for your exams more than once (private candidates or repeaters), you must list all index numbers used to ensure your academic records are fully captured.

4. A Trusted Guarantor (and their ID)

Every loan needs a "backstop." Your guarantor can be a parent, guardian, or relative. They must be a Tanzanian citizen and provide a copy of one of the following:

  • National ID (NIDA)

  • Voter’s Registration Card

  • Driving License

  • Zanzibar Resident ID

5. Passport-Sized Photos

You’ll need digital copies of passport-sized photos for both yourself and your guarantor. Keep them professional clear background, no hats, and no "selfie" vibes.

6. Death Certificates (For Orphans)

If you have lost one or both parents, you are prioritized as a "needy" student. However, HESLB requires proof. Much like birth certificates, these must be verified by RITA or ZCSRA to get a valid verification code.

7. Evidence of Disability (If Applicable)

Students with disabilities or those with parents who have disabilities are eligible for special consideration. You will need a Self-Disability Form (SDF-1) or Parental Disability Form (PDF-2), signed by a District or Regional Medical Officer (DMO/RMO).

8. An Active Bank Account

Once the loan is approved, the "Books and Stationery" and "Meals and Accommodation" money goes directly to you.

  • Requirement: The bank account must be in your name (as it appears on your certificates). Popular choices include NMB, CRDB, or NBC.

9. A Registered Mobile Number

HESLB uses your phone number to send updates and payment notifications. Make sure the SIM card is registered in your name to avoid issues with the Digital Disbursement Solution (DiDiS).

10. The Application Fee (TZS 30,000)

There is a non-refundable application fee. You will generate a Control Number through the OLAMS portal once you start the process, which you can pay via mobile money (M-Pesa, Tigo Pesa, etc.) or at the bank.

11. Residential Address Registration by NAPA

Make sure your Residential Address is registered by NAPA, contact your local Mtendaji wa Kata to help you facilitate the registration process

  1. Create an account on OLAS

  2. Fill in personal and academic details

  3. Upload required documents

  4. Pay application fee

  5. Submit application

  6. Track status online

Once approved, allocation results are published on the official HESLB portal.


Pro-Tips for a Smooth Application

  • Don't Rush the Signatures: Pages 2 and 5 of the generated application form are the "holy grail." They must be signed and stamped correctly by you, your guarantor, and a Commissioner for Oaths (Lawyer/Magistrate).

  • File Size Matters: When scanning documents, ensure they are clear but not too "heavy" in file size. Usually, PDF or JPEG formats under 500KB are best.

  • Check the Deadline: HESLB is strict. Once the window closes, it rarely reopens.

Can I apply for a HESLB loan without a NIDA ID? No. In 2026, a National Identification Number (NIN) is mandatory for all applicants to verify their identity.
